ABSTRACT<\/strong><\/p>\n\n\n\n

The very first definition of development communication\n(DevCom) was articulated in 1971 by Nora Cruz Quebral. Since then, DevCom has\ncontinually flourished in the Philippines and its Asian neighbours as a field\nof study and practice. Quebral, a Filipina, is now widely recognised as one of\nthe pillars and leading scholars of DevCom in Asia and the whole world. But how\nexactly has Quebral invested the Filipinos and the Philippines with meanings in\nher discourse of DevCom as a field of study and practice purportedly grounded\nin the context of developing nations and communities, and what are its\nimplications? Informed and guided by Laclau and Mouffe\u2019s Theory of Discourse,\nthis paper identifies Quebral\u2019s key articulations of DevCom, the Filipinos and\nthe Philippines in her discourse, and discusses some implications of the\ndiscourse for the scholarship and practice of DevCom. It concludes that\nQuebral\u2019s DevCom discourse argues that differences in socioeconomic experiences\namong nations have necessitated the rise of another field of communication more\nappropriate for and grounded in the realities of developing nations and\ncommunities. However, the discourse could have also articulated the field of\nDevCom more in relation to the historical, political, cultural and ethnolinguistic\nexperiences of a developing nation and its people\u2014in this study, that of the\nPhilippines and the Filipinos. What has been barely articulated in the discourse\nhas important implications for DevCom scholarship and practice. <\/p>\n\n\n\n
