ABSTRACT<\/strong><\/p>\n\n\n\n

This paper highlights Seoul\u2019s middle-power activism toward\nthe most important multilateral organisation in its near abroad, the\nAssociation of Southeast Asian Nations (ASEAN). It reviews how the successive\nadministrations of Roh Moo-hyun (2003\u20132008), Lee Myung-bak (2008\u20132013) and Park\nGuen-hye (2013\u20132016) strove to assert Korean middle-powerism based on the\nconceptual foundations of their respective discourses. This paper argues that\nalthough South Korea\u2019s strategic role as a middle power toward ASEAN had been\nlimited due to the geopolitical rivalry between the United States and China,\nbut in the future this rivalry may open a new avenue of potential to increase South\nKorea\u2019s strategic role as a middle power, appealing to ASEAN and its member\nstates. In order to make good use of this opportunity, this paper recommends\nSouth Korea to deepen and broaden its engagement of with humanitarian\nnorm-promoting organisations within ASEAN, especially the ASEAN\nIntergovernmental Commission of Human Rights (AICHR) and the ASEAN Coordinating\nCentre for Humanitarian Assistance on disaster management (AHA Centre), and\nacknowledgement of the opportunity that other non-traditional security (NTS)\nissues provide for greater dialogue and cooperation with ASEAN. <\/p>\n\n\n\n
