Malaysia&#8217;s\u00a0target is 100,000 international students by 2010. Currently, international students\u00a0represent less than 5 per cent of all tertiary enrolments in Malaysia. Although the\u00a0percentage is small but it is an important factor in the internationalisation of\u00a0higher education in Malaysia. The impact of September 11 has seen a decreasing\u00a0number of new applications from Middle Eastern countries to the United States\u00a0(US). While students from these countries were reluctant to go to the US for their\u00a0education, the US government-mandated changes in the admissions process\u00a0themselves have contributed to the decrease in new enrolment. Interestingly,\u00a0Malaysia has emerged as an important destination for students from the Middle\u00a0East. Malaysia provides excellent education and adequate security. They feel safe\u00a0in Malaysia. Realising these emerging opportunities, the government has\u00a0organised seminars and exhibitions annually in the Middle East with a view to\u00a0encouraging more enrolment. This paper will discuss several lessons learned\u00a0from such a strategy, from the perspective of the government and the universities\u00a0that have enrolled these students.<\/p>\n<p><strong>Author&#8217;s bio<\/strong><\/p>\n<p style=\"text-align: justify;\">Morshidi Sirat is the Professor and Director of the National Higher Education Research Institute (IPPTN), Universiti Sains Malaysia.
