This paper argues about\u00a0the need for new ways of exploring the phenomena of international education and\u00a0that many of the theoretical frameworks used are inadequate to account for the\u00a0complexities that characterise transnational higher education and what\u00a0international students experienced. In the context of globalisation and anxiety\u00a0about immigration, the paper argues that the theoretical positions have identified\u00a0international students as a &#8220;risk&#8221; but it is more often the student that experiences\u00a0risk. It is argued that the approaches to researching international students tend to\u00a0be instrumental and focused on market analysis rather than the experience of\u00a0students in terms of educational, social and cultural interactions. International\u00a0students are often constructed as &#8220;a problem&#8221; and this paper argues for a different\u00a0approach that sees students as important as &#8220;designer migrants&#8217; in developed\u00a0countries, important for capacity building and establishing international networks\u00a0for their countries of origin. The paper asserts that international students and\u00a0transnational education should not be seen exclusively in market terms but as an\u00a0opportunity to develop notions of the &#8220;global citizen&#8221;.<\/p>\n<p><strong>Author&#8217;s bio<\/strong><\/p>\n<p style=\"text-align: justify;\">Peter Kell is an Associate Professor in adult and vocational education in the Faculty of Education at the University of Wollongong, NSW, Australia. He is also a member of the Centre for Asia Pacific Social Transformational Studies at the University of Wollongong. Dr. Kell\u2019s research interests are in markets in higher education and vocational education.<\/p>\n<p style=\"text-align: justify;\">Gillian Vogl is a post doctoral research fellow in the Faculty of Education at the University of Wollongong.
