That opportunity was wasted and underlying&nbsp;weaknesses in governance have bedevilled the recovery process. The world must&nbsp;learn from Sri Lanka&#8217;s difficult experience.<\/p>\n<p><strong>Author&#8217;s bio<\/strong><\/p>\n<p style=\"text-align: justify;\">Martin Mulligan is a Senior Research Fellow at the Globalism Institute at RMIT University in Melbourne where he specializes in research on the sustainability of local communities in the context of globalization.
